Ruisawa works as a bureau investigator and heads the information desk at the CCG branch covering the 20th ward. Born human, she is later turned into a ghoul by Dragon's spores. Cheerful and dismissive of ghouls in her early days, she winds up fleeing the very people she once served.
Of ordinary height, Ruisawa is a young woman whose straight, dark hair falls to her shoulders. A pale striped suit worn over a deeper-toned shirt makes up her outfit, freckles dot the area near her nose, and her eyes look to be shut.
A constant smile marks Ruisawa's cheerful manner. While still human she refuses to see ghouls as equal to people, voicing breezy indifference toward the slaughter of ghoul children. Once she becomes a ghoul herself, that composure collapses into raw dread and panic the moment she is caught eating a human body.
During the investigators' rise she meets Touka Kirishima and Ken Kaneki when the pair arrive to plant false leads about a ghoul, and she is the officer who fields their report. Pressed on how the CCG bests such powerful ghouls, she withholds specifics but reveals that two formidable investigators have already slain the mother and will soon track down the daughter. When Touka calls killing a child cruel, Ruisawa only smiles and insists ghouls are not people and deserve no mercy.
Later, when Sen Takatsuki visits the 20th ward office to hand over intelligence on Kanou's hidden laboratory, Ruisawa steps in to take it, but the novelist insists on speaking with an actual ghoul investigator instead.
When Dragon's spores sweep through the population, Ruisawa is among the humans they transform. Kuki Urie, Saiko Yonebayashi, and Kaneki come across her crouched over a corpse; terrified, she pleads for her life and bolts. Her later fate is never confirmed, though the TSC most likely shelters her so she can live without preying on humans.
