Galaxia grows angry over Sailor Aluminum Siren's repeated failures to track down the genuine Star Seed. Away from that pressure, the top member of the Three Lights fan club cannot bear the bond forming between Seiya and Usagi. Against this backdrop, the mysterious child Chibi Chibi steps into a transformed identity as a small guardian.
The episode debuts Sailor Chibi Chibi alongside the Silver Moon Crystal Power Kiss, the Holy Moon Chalice, and the Moon Power Tiare. Eternal Sailor Moon's healing power takes a marked leap forward as Eternal Sailor Chibi Chibi pours added strength into her Eternal Tiare, sharpening the effect of her purifications.
This is the first occasion Sailor Lead Crow produces a Phage, and the only time she does so while working alongside Sailor Aluminum Siren. The anime version reworks several manga details: there, Chibi Chibi does not transform by touching the Tiare and plays no part in Eternal Sailor Moon's power boost, her true form is revealed only after the Starlights find their princess, and Aluminum Siren uncovers multiple Sailor Crystal carriers, killing two of the guardians in the process.
