Josef is a Russian man with brown hair, eyes of the same shade, and pronounced cheekbones. Off duty he favors a dark gray cap, an olive tracksuit accented in lime green, a white undershirt, and white sneakers. As Red Rush he wears a skintight red suit stamped with his stylized initials, rendered 'RЯ,' along with clear red-tinted glass visors that keep his vision sharp at speed. Like every Guardian, he carries a concealed wristband that alerts him whenever the team is needed.

What the show reveals paints Josef as kind and selfless, the Guardian who rushes civilians out of harm's way. His gift, however, curses him with perception so fast that ordinary moments crawl by at an unbearable pace, leaving him chronically impatient. Josef gained his super-speed by unknown means and adopted the Red Rush identity, eventually joining the Guardians of the Globe and marrying Olga, whom he trusted with his secret. When the Mauler Twins stormed the White House, he arrived a half-second behind Darkwing, whisked an endangered guard to safety, and helped clear out civilians before the team subdued the attackers. His home life suffered for it. A ruined picnic with Olga, cut short when he dashed off to instantly restrain the villain Kursk, left her hurt that she could not hold his attention through a single conversation.

His end came when Omni-Man turned on the Guardians. Red Rush was the first to spot the Viltrumite streaking toward the Immortal and reached him in time to shove him clear, then pulled Aquarus from danger as well. He landed dozens of blows at speed the Viltrumite could barely track, shredding his costume and drawing blood, but Omni-Man anticipated one strike, seized his wrist, and slowly crushed his skull between both palms, an instant in real time yet an eternity at Red Rush's perception. The rest of the team fell soon after, though they wounded Omni-Man enough to leave him spent.

When the Global Defense Agency recovered the bodies, an agent carelessly destroyed the eye that had been forced from his skull. Olga wept at his private funeral, unable to view his body, and later confided her grief to Debbie. The damage he had inflicted on Omni-Man's costume eventually became proof that the Guardians had fought their killer, and Damien Darkblood glimpsed his death in visions while investigating the scene.
