Fear of the Viltrumites pushed Elia to seek shelter within the Coalition of Planets, where she climbed to the rank of representative and joined its deliberations over how to deal with the empire. She sat in on gatherings alongside Thaedus, and when he died she chafed at Allen the Alien rising to lead in his place, doubtful that he was the right pick.
