Appearance

Glasses do most of the work on his face. Their glare usually hides the small, dark eyes behind them, leaving only notably thick eyebrows visible, and he is a very short man besides.

The hat is the centrepiece of the rest: broad, patterned in cow markings, with his horns pushing out from either side of it. Underneath he wears a tuxedo shirt beneath a plain overcoat, and what looks like a pendant hangs at his neck. Baggy pants and boots finish the outfit, with the round glasses perched on his face.

History

He turns up outside a farm and issues an ultimatum: meet his demands, or he levels the property and every farm neighbouring it. All Might arrives before any of that happens and ends the confrontation with one punch. The police take him into custody afterward.

The Stampede Holstein Sisters worked for him as Sidekicks, though nothing beyond that employment is confirmed about how they got on. Their behaviour at the arrest says something, at least: they bolted and made no attempt to help him.

His Quirk, unofficially called Control Horn, gives him mind control over cows. That is the whole basis of the threat he levels at the farmland, and it is what earns him the cow-themed identity he presents.
