Tatsuyuki Tokoname

A square jaw dominates Tatsuyuki's face, the lower half jutting forward far enough that his mouth ends up sitting unusually high, above a small round nose and a pair of tiny black eyes. He stands well over six feet, broad across the shoulders, with muscle definition that shows even under costume.

That costume runs purple and skin-tight, printed with black arrow shapes over the chest, around the middle, and down the front of each thigh. The theme carries onto his knee-high boots, which have arrow-shaped hollows cut into the shafts, and a black mask covers his eyes and the crown of his head. Green gloves reach past his elbows with gold scaling along the trim, a stubby green cape wraps his neck, and a gold disc on its left side ties two aiguillettes across his torso. A heavy black belt with a broad buckle closes the outfit, five green dots and a gold rectangle set into it.

In public he is warm and full of energy. Handed the cleanup after Shoto Todoroki and Katsuki Bakugo took down their first villains, he pulled both boys into a hug, told them they were headed for the top, and offered to tidy the wreckage himself. Whether any of that is genuine remains an open question, since he answers to the Meta Liberation Army and therefore to Destro's argument that people should be free to use their Quirks however they like.

Toward his own chain of command he is rigid and devoted, and he expects the same deference from everyone he outranks. He lectured Hawks for wandering off without reporting it, pulling rank to do it, then folded the moment Skeptic stepped in and reminded him where he actually stood.

All Might calls him in to close out the Cider House incident, the job where Katsuki Bakugo and Shoto Todoroki debuted as heroes, and he arrives delighted, recognizing Katsuki instantly as U.A.'s troublemaker and marveling that two students beat the villains and gathered evidence besides. When one of the villains' support items falls apart in front of him he waves it off as cheap black-market junk, a convenient explanation from a man with something to hide.

The mask slips when the League of Villains reaches Deika City and finds him waiting to escort them. Spinner cannot place him as a Pro Hero, Tomura Shigaraki notices the streets are empty, and their guide answers by throwing the Liberation Army's salute, explaining that the town falls outside his usual patrol but the Revival Celebration warrants an exception. He surfaces again inside the merged Paranormal Liberation Front as the second-ranked adviser of the Vanguard Action Intelligence Regiment known as Carmine, a post that implies more strength than an ordinary Pro carries, though his real ceiling is never shown. What is shown is his Meta Ability: he glides across surfaces with no resistance at all, which makes him fast.

It ends quietly. Out on patrol he notices that none of the other heroes are working that day, which is the last thing he notices before Death Arms seizes him and names his allegiance out loud. He is detained, stripped of hero status, and imprisoned as the Front's scattered bases fall.
