Speaking the words, Chibiusa lets her crescent mark surface as a rainbow sweeps over her, sparing only her hair. She spins into a whirl that brings out her tiara and earrings in bursts of light, her odango covers and wing clips forming next. Hearts stream from her fingertips down her arms to shape her gloves, then trail across her torso and legs to conjure her leotard and boots. A glow at her chest becomes the brooch and ribbon, her choker and sailor collar trace themselves into place, and a fresh waist brooch releases pink ribbons that unfurl into her layered skirt. A final back ribbon completes the look before she settles into her closing pose.
Chibiusa is the sole user of the phrase. She first channels a related power in Act 49 by crying out Moon Crystal Power to feed Eternal Sailor Moon's Eternal Tiare, gaining her own Eternal uniform at the same time as the Inner and Outer Senshi. The complete command debuts in the Stars-arc side story The Secret Hammer Price Hall, where she transforms beside Usagi to rescue Hotaru, though the two are briefly upstaged by Ruruna Kobe and Naruru Osaka. Later, in Act 56, Small Lady speaks the words after quarreling with Neo-Queen Serenity and deciding to head back to the past, a moment that stirs the Sailor Quartet awake to travel with her.
