Venus Planet Power, Make Up is Minako Aino's third henshin call, lifting her into a stronger standard Sailor Venus. It marks the next step up from her earlier forms and appears in the manga and the Crystal anime.
This chant is the third of Minako Aino's transformation phrases and the third evolution of her ordinary Guardian form. The upgrade makes her noticeably more powerful than the version that came before, and the phrase itself later gives way to the higher Venus Crystal Power, Make Up.
The manga keeps the sequence spare: Minako lifts her hand, shouts the phrase, and changes into Sailor Venus at once, needing no transformation device to do it. Crystal stages the same moment as a full animated set piece. The planet Venus rises behind her as she raises her hand, her nails flashing bright green and then gold while her Star Power Stick flies into her grip. Her body darkens into a gold silhouette against a gold field, she lifts the pen, and gold stars spiral around her; she reappears already dressed in her uniform with her back turned, then spins to face forward as the Venus emblem lights her brow, her tiara takes shape, and she settles into a closing pose framed by the planet.
Venus Planet Power, Make Up is Minako Aino's third transformation phrase, used to become a stronger version of standard Sailor Venus.
In the manga, Minako Aino needs no transformation device and can transform simply by raising her hand and speaking the phrase, while the Crystal anime has her rely on the Star Power Stick.
Venus Planet Power, Make Up is later succeeded by the higher tier transformation phrase Venus Crystal Power, Make Up.
Venus Planet Power, Make Up first appears in Act 27 of the manga and in the corresponding first part of that story arc in Crystal.
Minako Aino is the only character who speaks the Venus Planet Power, Make Up phrase, using it to reach this mid tier form of Sailor Venus.
