Berlint University Student Terrorists

The Berlint University Student Terrorists are an isolationist cell formed at Berlint University in Ostania under the leadership of Keith Kepler, who wants the fragile peace with neighboring Westalis destroyed and believes a new war will restore his country's former glory. Keith recruits like-minded students and spreads their operations across warehouses near the campus, an animal shelter, and a room above a local bar. The group serves as the chief antagonists of the Doggy Crisis Arc, debuting in chapter 18 of the manga and episode 13 of the anime, and is now disbanded.

Keith's plan targets Westalian Foreign Minister Brantz during an East-West ministerial summit in Berlint. To carry out the assassination, the students buy former Project Apple test dogs on the black market, Bond and Aaron among them, intending to strap explosives to the animals and send them after the minister. WISE learns of the scheme on the day of the summit and captures a member named Kris; when he refuses to talk, Twilight impersonates Keith to convince Kris he has been set up as a scapegoat, and the betrayed student surrenders names, hideouts, and the planned method of attack.

The plot unravels from there. Anya trails two members back to their hideout after glimpsing her own family in Bond's precognitive vision, is caught eavesdropping, and survives Keith's attempt to silence her thanks to Bond and then Yor, who flattens the member Kurt. With his cells raided and comrades arrested, Keith rigs a bomb inside the city's clock tower to bait pursuing spies; in the future Bond foresees, that trap kills Loid, Brantz dies, and war becomes unavoidable. Anya's scribbled warning on the tower door averts it. Loid then poses as Brantz to draw Keith out, strips the explosive from Aaron and hurls it into a river as it detonates, and Yor's sudden reappearance panics Keith into crashing his car. Every remaining member is arrested, and WISE claims the dogs rather than returning them to the Ostanian government: Bond joins the Forgers at Anya's urging, while Sylvia adopts Aaron.

Keith Kepler leads the group until his arrest. Known subordinates include Kris, captured while loitering near the Westalis Embassy; Kurt, taken down by Yor and handed to the police; Kevin Knowles; and Kim, whose fate is never confirmed. Seven additional unnamed students are seized by WISE agents while fleeing the raids. Every named member's name begins with the letter K, and several wear a "K9" emblem referencing their canine bomb carriers; the group's concept loosely echoes the real-world anti-tank dog program, reimagined with Nazi-inspired terrorists.
