Mechanics

The power begins only once blood has left the user's body. Exposed to open air, it answers completely: flow and movement both fall under the user's direction, and it can be hardened to lock an opponent in place. The Quirk also seems to carry a tolerance for blood loss at levels that would normally prove fatal.
