Mechanics

The Quirk grants rotation. Sen can whirl any portion of his body at tremendous speed, and the effect on his limbs is essentially that of a drill, which lifts his hand-to-hand output well above what it would otherwise be.

Rotation does not solve every problem. An opponent who gets a grip on Sen can still carry him around, and while he retains some capacity to strike back in that position, the Quirk offers no escape from it.
