Heavy Payload is one of the many Quirks All For One handed down to Tomura Shigaraki, its original owner never identified. Its contribution is simple amplification: whatever attack it accompanies lands with considerably more force behind it, and Tomura folds it into his most devastating Quirk combinations.
Heavy Payload, given in Japanese as Jūka, is a long-range Emitter Quirk that reached Tomura Shigaraki through All For One's transfer of stolen powers. Whoever held it first has never been named. It enters the story in Chapter 330 of the manga and Episode 139 of the anime.
What the Quirk appears to do is raise the damage its holder's attacks inflict, functioning as a multiplier rather than a weapon in its own right.
The effect is pronounced. Applied to Air Cannon, it lifts that Quirk's destructive output by a considerable margin, which is why Tomura reaches for it when he needs a single strike to matter.
An unidentified former holder possessed the Quirk before it passed to Tomura Shigaraki, who is the only user seen employing it.
He deploys it alongside Radio Waves and Air Cannon, chaining the three into an immense beam of electrical energy and compressed air fired at Cathleen Bate, known as Star and Stripe, and the fighter jets flying with her. That stack registers at roughly the same level of force as All For One's own signature combination, which drew on Springlike Limbs, four instances of Kinetic Booster, and three of Brawn Boost.

Naruto vs Luffy with the twist nobody asked for: Luffy tickled Hinata on date night, and she kind of liked it. We break down the whole fight and commit to a winner....

There are no women on Namek. That isn't an oversight, it's the biology. Why we handed Piccolo the one thing his own species rules out, and why it had to be trap soul....
