Eiji Okameda is an Instant Villain from My Hero Academia: Vigilantes, dosed with Trigger and turned loose on Naruhata as a colossal flying turtle. Captain Celebrity puts him down in short order, and the whole appearance doubles as an open joke at the Gamera films.
What Eiji looks like day to day has never been shown. Every glimpse comes after Trigger is already in his system, and even his Quirk offers no clue to the man underneath. All that can be said is that he takes the shape of an enormous turtle modeled on Gamera, blending gigantification, flight and turtle traits into one body. The shell accounts for nearly all of him, though eyes become visible once Captain Celebrity has beaten him.
His Quirk, Gigantic Spinning Flying Turtle, is only ever witnessed while Trigger is amplifying it. In that state he swells into a giant turtle able to spin and hold himself aloft in midair. Nothing is known about what it does for him at ordinary strength.

Eiji surfaces in Naruhata already injected with Trigger and tearing through the district. Captain Celebrity turns up, handles him without difficulty, and does it to the cheers of his male supporters. He is later restored to his usual self, and an arrest is the likely outcome.
The kanji in his name build the gag, suggesting "Ōkame da", roughly "It's a giant turtle", while the characters for "large" and "reflection" nod to Daiei Film, the original rights holder for Gamera. A civilian watching the rampage even stops short of naming Gamera, wary of a lawsuit. The anime drops the reference and swaps him for a giant flying crab.
