Green shirts and green ties beneath a black pinstriped blazer make up the wardrobe Rikiya almost never departs from, sometimes with a dark hat and a coat draped over his shoulders. The tailoring deceives: a slim silhouette conceals a thick, heavily muscled frame on a tall, middle-aged man.

His face collects oddities. The chin juts, the nose runs long and sharply pointed, and the eyes sit small and dark. Two moles mark the left of his forehead, no eyebrows are visible, and the orange-brown hair he combs backward starts unusually high with a central widow's peak. That retreating hairline traces to his Meta Ability. Agitation can smear a dark, flame-like stain around his eyes until it resembles a domino mask.

His younger self favored the same suits, worn with loose hair and thin eyebrows that no longer exist. Decay later cost him both legs against Tomura, leaving him in a motorized chair until mechanical ones were fitted.

The version of Rikiya the public meets is relaxed, tolerant of jokes at his expense even from employees, and apparently sincere about building a kinder world for people saddled with difficult Quirks. That amiability is theater. Underneath sits a true believer in his ancestor's doctrine, convinced abilities deserve celebration rather than regulation, and entirely willing to torture or kill for the cause.

Disrespect toward Destro or the Liberation Army shatters the mask fastest. When his secretary Miyashita called the movement a pack of terrorists and dismissed Destro's book as pretentious, Rikiya snapped his neck, then wept over the body. Real grief surfaced again when Himiko Toga killed Curious. He returns constantly to hero society's failures, arguing that people are forced into a narrow mold, discarded if they will not fit, and that villainy is where the excluded end up.

Condescension colors his first read on Tomura, whom he writes off as an uneducated hoodlum steering a directionless rabble, though he drops the contempt once the man survives a Stress attack. Beaten, he concedes cleanly, forbids any retaliation, praises the victor, and surrenders command, turning almost fawning toward his new superior. His moods swing hard and without warning, a trait his Meta Ability likely feeds, as when cheerful calm collapses into panic the instant heroes storm his hideout.

Leadership of the Meta Liberation Army rests on real strength and an expert grip on Stress, the Meta Ability that banks fear, anger, and frustration, then converts the stockpile into force. Rikiya can inflate one limb selectively or balloon into a single hulking mass of muscle, and he can vent the stored pressure outward as energy. Twice once sent a crowd of Double clones at him; Rikiya barely moved and erased nearly all of them, one enlarged finger killing a clone before it could react. Containing that much emotion is what drives his hairline back.

Against Tomura he dominated for most of their fight, wrecking much of the League leader's left hand and later launching him across Deika City. He walked away unhurt when Tomura brought his own tower down on him, and a clone of him weathered attacks from multiple heroes before melting. Edgeshot's chest-piercing strike, which always drops its target instantly, still left him conscious enough to grab for the hero, and only a kick to the head finished it. His prosthetic legs are the weak link, snapping under the weight of his Stress form against both Tsukuyomi and Edgeshot.

Calculation is the other half. He engineered the collision that forced the League into war with his army, judged correctly that they had no Nomu, and deduced from Decay working without all five fingers that Tomura was awakening. He runs Detnerat as president and CEO, a firm making clothing and gear for people with unusual bodies, and once commanded a force exceeding one hundred thousand. His named moves include 80% Liberation, which bulks him out and coats him in darkness, its follow-up Stress Output Burden, and Stress: 100%, the ceiling that lets both hands discharge black energy. Detnerat also built him Claustro, armor that amplified Stress to at least 150 percent until Tomura destroyed it.
