
Toya Setsuno was falling off a cliff by choice when a hero caught him, and he has never forgiven the rescue. Overhaul found him in the streets afterward and handed him a purpose, making him one of the Eight Bullets. His Larceny Quirk lifts weapons straight out of enemy hands, and a blade waits under his plague mask for whatever comes next.
The permanently crazed look comes from an accumulation of details: eyes stretched wide with visibly small irises, prominent dark circles beneath them, and thin eyebrows angled upward.
Toya himself is tall and lean. A bright golden blond, his hair stops at the chin and parts leftward so that it buries his right eye, and his mouth runs wide over mostly straight teeth. He dresses in a gray dress shirt, recolored dark green in the anime, with a light orange tie that the adaptation turns pink, dark trousers, and the beaked plague mask worn by every member of the Eight Bullets.
Fanatic and loud with it, Toya is very likely the product of what happened to him. A man who once tried to end his own life and could not move past being stopped is not a stable one.
He shares that condition with the rest of the Eight Bullets, all of them people who lost their dignity somewhere and stopped seeing a reason to keep going. It makes them absolutely devoted to the Shie Hassaikai and entirely willing to die for the group. Toya reckons it is exactly their standing as human garbage that welded them into the friendship they have.
His regard for Overhaul runs deep, and he will kill anyone who obstructs his leader.
A lover cheated on him and left him carrying an enormous debt. Toya climbed a cliff meaning to jump, and a hero pulled him back before he could die, which left him in total despair rather than gratitude.
Kai Chisaki came across him on the streets some time later and offered to take him on as a subordinate. With nowhere else to be, Toya accepted, and the Eight Bullets gained a member.
His fight comes during the Shie Hassaikai Raid. Joi Irinaka drops Sir Nighteye's group into an underground hall, and Toya steps out to meet the heroes and police with Soramitsu Tabe and Yu Hojo beside him. Tamaki Amajiki announces he will take all three himself. Toya reaches for the officers' guns with Larceny, which relocates any object he can see from someone else's grip into his own hands, subject to a limit on size, and Eraser Head shuts the Quirk off before it lands. Yu draws his own gun instead, and Tamaki's tentacles disarm and pin the trio before he can fire.
Toya answers with the knife concealed in his mask, wounding a tentacle, while Yu breaks loose and comes in with Crystallize, which Tamaki turns aside using Kraken. Soramitsu wakes and starts eating the tentacles one by one; Tamaki reaches for poison and Toya steals it out of his hands. His head for tactics shows here, spotting that Soramitsu's Food Quirk hard-counters Manifest and working out how Tamaki's Quirk functions from the edibles in the pouches he lifts. It is not enough. As Yu moves in for the finish, Tamaki counterattacks and drops all three, and once the raid concludes Toya is arrested, as is every other member of the Shie Hassaikai.
