David Shield built the Quirk Amplification Device, working years at it alongside his assistant Samuel Abraham with a single goal in mind, putting Toshinori Yagi's power back. What the two of them produced multiplies a Quirk's strength enormously and leaves the user's body untouched, which is the entire distinction between it and a drug like Trigger.
The hardware is a sophisticated headset. Two cartridges in gray ship with it, plus a container in blue, and what either of those is for goes unexplained.
Their sponsors on I-Island looked at the invention and saw a disaster waiting for the wrong owner, something that would rewrite the structure of superhuman society outright. Governments the world over leaned on David until the work stopped. Both the device and the research behind it were seized and sealed away in the security vaults of the island's tower.
Unfinished as it was, it delivered. Wolfram's Metal Manipulation reached farther and struck harder under it, and stacked on top of the Muscle Augmentation All For One had granted him, the boost was enough to overpower an All Might who had nothing left to give.
Wolfram is the only person shown wearing it, and he came by it through betrayal. David and Sam staged a Villain attack on I-Island to pull the device out of the vault, David meaning to hand it to All Might and take whatever punishment came afterward. Sam was running a second plan underneath the first. The Villains he had hired were real, and he intended to sell, sore that their life's work had been confiscated and wanting to be paid for the years it ate.
Wolfram cut both men out. He seized the device for himself, then abducted David to force him into mass production so the things could be moved on the black market. It was destroyed once Wolfram was beaten.
