Chapter 191

Through failing vision Endeavor places the newcomer and accuses him of killing Snatch, a name Dabi cannot even recall. Dabi introduces himself properly and throws up a tall wall of flame around the pair, the blue color registering on a news helicopter. Watching at U.A., Class 1-A and their homeroom teacher place him from the forest training camp raid.

Hawks tells the wounded man to stay down, promising to settle Dabi on behalf of them both. Dabi asks for some slack, pointing out that the two have just put down a Nomu far stronger than he is, then charges anyway with his flames lit. Mirko arrives and thumps the ground hard enough to blow Dabi off his line. He recognizes her, calls out for Ujiko, and black liquid wells out of his mouth, the same substance All For One used during the Kamino Incident. Dropping into the black pool, he throws Endeavor's civilian name at him, Enji Todoroki. Mirko's last kick catches nothing but warp fluid. Shoto, Natsuo, Fuyumi, and All Might stare at their screens while an announcer proclaims the hero duo victorious, and Endeavor blacks out.

Some time later, Hawks corners Dabi in an alley with a bladed feather at his throat. The agreement had been a Nomu against a hero at a factory near the coast; instead Dabi staged it downtown and supplied something extraordinarily powerful. Dabi says the plan stopped appealing to him, and notes that Hawks brought the country's number one to the site, which made the creature a poor measure of anything. He then needles Hawks about the zero fatality count, which does nothing for his credentials as a villain. Hawks replies that maintaining the hero image is precisely what keeps information flowing to the League. They part, Dabi declining to introduce him to his leader but promising to make contact again.

Walking away, Hawks recalls the Hero Public Safety Commission asking him to work both sides. The hideout raid had forced the Commission to spend everything on saving people, leaving it short of intelligence on villain capabilities, and Hawks, indifferent to fame or prestige and focused only on the job, was judged the right man for it. He reaches the hospital, looks at a bandaged Endeavor, and apologizes silently. Out on a pier overlooking the city, Dabi finally remembers Snatch, who once asked whether he ever thought about the families of the people he killed. He says dwelling on that question drove him mad, and clears a bloody tear off the skin below his stapled left eye.

Dabi is shown to know Endeavor's true name. The alley meeting reveals that he and Hawks arranged the Fukuoka attack together, and that Hawks is running an undercover operation to win the League of Villains' trust. The escape also confirms the League still fields someone else with a warping Quirk.

Fifteen pages, published July 23, 2018 in issue 34 and collected in volume 21. Adaptation is split, with pages nine and ten in Episode 89 and the rest across Episode 90. Dabi and Endeavor appear on the cover. Fukuoka and U.A. High School are the settings, and Blueflame, Fierce Wings, Hellflame, Rabbit, and Warping all feature. The cast reaches from Mirko and Madam President to memory and flashback appearances by Daruma Ujiko, Tomura Shigaraki, All For One, Gran Torino, Katsuki Bakugo, and Snatch. Horikoshi's author comment sends sympathy to everyone suffering from the floods.
