Chapter 193

Inside the dream Izuku finds his right hand responsive, but apart from that hand and the top of his skull, none of his body is there. He counts only seven predecessors gathered around him where eight should stand. All For One's voice reaches him, and he turns to watch the man and his brother argue over what the arrival of Quirks has done to society.

All For One produces two examples. One man's Quirk turned his teeth into fangs and got him cast out; the other was born Quirkless and could not defend himself from a gang of criminals who were not. All For One strips the first of his power and hands the second Spearlike Bones, correcting what each of them hates about himself, and asks for loyalty in return. His brother sees the arrangement plainly, calling it a way to press everyone in his debt into service. The answer is that his Quirk can restore order to a world that Quirks stripped of its humanity. The brother refuses the framing and charges at him, only to be intercepted by a bodyguard on hand. All For One mocks him for lacking a Quirk, then claims to love him regardless, since no other family remains.

The scene shifts to a ruined landscape where Quirks have torn ordinary life apart and mass disorder rules. All For One has installed himself as the one unifying figure, buying followers with the powers he grants and takes away. He visits the brother he keeps locked up and remarks on the weight lost from refusing food. He mentions a group killed for turning him down, purely because his followers read his wishes as instructions. He reaches for a comic the two once shared as a parallel to the present, but the brother turns it around: All For One only ever read three volumes, so he never learned how it ends, with the hero refusing to quit and the villains beaten. The defiance enrages him, and he clamps a hand on his brother's forehead to force the stockpiling Quirk across. Izuku's arm comes up on instinct to intervene, and the vision dissolves.

The brother turns to face Izuku directly, saying he wanted to show more but cannot, since twenty percent is all of One For All that Izuku can currently hold. Recalling how All Might once described this phenomenon, Izuku understands that talking back is the one thing it was never supposed to allow. The brother assures him he would not be alone. Elsewhere, Yuga Aoyama wakes to the noise and walks to Izuku's room, the door left open, and finds him hunched atop a wrecked bed with Full Cowl running and the room in pieces, just as he wakes.

The arrival of Quirks is shown to have collapsed society. Visible mutations that read as unattractive could get a person ostracized, while the Quirkless made easy prey for criminals they had no way to resist. All For One built himself into a symbol of unity during that instability and used the position for his own benefit. Characters in the dream call Quirks "Superpowers," reflecting how new they were at the time. Izuku finds he can hold a conversation with the brother, the man who carried One For All first.

Fifteen pages, published August 6, 2018 in the combined issue 36-37 and collected in volume 21. The anime splits it, with pages eleven through fifteen in Episode 88 and the first ten in Episode 90. All For One, Izuku Midoriya, and Yoichi Shigaraki share the cover. Action moves between the vestige realm and Heights Alliance, and the featured Quirks are All For One itself and Spearlike Bones. Every past One For All holder appears, several still shadowed. Horikoshi's author comment notes the film's Japanese release and admits he had not yet seen the final cut.
