Chapter 364: Why We Wield Power

Rewinding to his Tartarus breakout, All For One reaches the hidden cave and finds a message his doctor recorded in advance. Garaki describes how Tomura came into possession of the Shie Hassaikai's Quirk-Destroying Drug and how quickly he set about copying it, fascinated that the compound traced back to a little girl's ability and useful for proving the Quirk Singularity real. Rather than the Quirk-erasing half, he built his version around the original effect. One dose is all there is, he cautions, but it should carry his master to his dream. The mask and the vial were left in the safe house against the chance he did not survive, and he signs off saying that voice, those eyes, and that smile gladden him, wishing his master's heart full of hate.

Restored and delighted, All For One tells Endeavor to feel honored that this card had to come out at all, while Tsukuyomi identifies the effect as Eri's. Feeling weightless, he drops toward the battlefield, robs a nearby Hero of a Quirk, and takes the cape too for the sake of decency. Hawks pulls the Hero clear as the villain admits the Rewind will eventually erase him, but since Tomura already carries the dream, he means to break him out of the Heroes' trap first. Reading the self-destruction in that, Hawks stalls for a single decisive opening for Endeavor by asking what the dream actually is.

Garaki reverse-engineered the stolen Quirk-Destroying Drug into a compound that rewinds an entire body, leaving it with a new mask and a recorded message as insurance, with the warning that it is a last resort because it will eventually reduce the user to nothing. The rewinding All For One intends to spend his remaining time freeing Tomura while Hawks delays him.

All For One credits comic books for shaping his ambitions and states that his aim is to stand against the future humanity wants. Across the Pacific, Timothy Agpar pushes the President to strike Tomura, and the President counters that appeasement is the safer road. Edgeshot prepares to enter Katsuki's body and rebuild his heart, knowing it may end him. Best Jeanist and Edgeshot are revealed to have founded U.A.'s "Textile Arts Association" together, with Best Jeanist as club president.

All For One argues that "bad things" are simply whatever a given culture recoils from, acts that block the future the masses picture for themselves, and thwarting that future is the only thing he has ever wanted. The President reminds Agpar that America is deeper in the red than anywhere else because of him, that reports place Tomura past any human check, and that Star and Stripe and the Tiamat missiles both failed. Holding a photo that shows Star and Stripe as a girl standing beside All Might, Agpar insists children learn by watching adults, adults hold them up, and the cycle passes forward, and that this is the reason Heroes carry power at all.

Aboard the Flying Fortress, Edgeshot threads Foldabody into Katsuki's body, telling Mirko to keep struggling because this is a life they cannot spare. He calls Best Jeanist "Club President Hakamada" and leaves the rest to him before unleashing Ninpo: Thousand Sheet Pierce, Zenith, vowing to serve as the heart himself. The chapter runs 15 pages in Volume 37 and is adapted in Episode 150.
