
I AM HERE, chapter 386 of the My Hero Academia manga, puts Dabi ten minutes from detonating over trapped civilians. All Might sends Shoto and Ingenium to stop it, then answers the question of who is left to face All For One by standing in his path alone.
Counter-Force keeps feeding updates on the evacuation blocks and All For One's position. Naomasa Tsukauchi asks whether anyone remains who can stop him, and the answer is that nearly every hero across every battlefield is out of commission. Then an officer panics over Dabi's heat signature at Gunga: since his first defeat he has been compressing thermal energy inside himself, and in roughly ten minutes his body will rupture and incinerate every living thing for five kilometers around.
Naomasa and Manami Aiba realize that the evacuation blocks stalled between U.A. and Shiketsu sit directly beneath Gunga, squarely inside that radius. Those civilians, the remaining Todorokis among them, scramble for the surface as the shelter comes apart around them. Another report has All For One accelerating and nearly within range to Warp to Tomura Shigaraki, a reunion that would end everything. As the room realizes no reinforcements exist, a voice comes through Naomasa's communicator.
In Kamino, Tenya Ida reminds Shoto Todoroki that Phosphor has left him unrecovered. Shoto brushes it off, shouting that All For One is closing on Deku and that he can still fight. Ingenium can only guess at what runs through the head of a man forced to fight his own brother, and asks why that weight has to be his to carry after everything he has already given.
Toshinori Yagi reaches them both by communicator and tells them to run for Gunga. He lays out Dabi's coming explosion, the civilians caught between, and Enji Todoroki's inability to stop it. Ingenium can make the distance, he says, and Shoto, after everything he has overcome, knows his mind and body move as one. A mighty ally, he says, already stands ready to handle All For One. All Might voices his deep respect for those who keep fighting while carrying doubt, tells Shoto to stop Dabi and put people at ease, to become the best version of himself, and says averting this disaster demands both of them, Quirks working in concert.
Shoto worries that a stalled Engine cannot carry Ingenium all the way, but Ingenium answers that rainfall has cooled the Engines down and reminds him that these legs were made for guiding lost children. Chizome Akaguro keeps watch over them, turning over the idea of acting for others' sake, as Ingenium fires off at Maximum Speed with Shoto in his arms.
Hawks' report has taught the heroes that a younger All For One grows stronger but loses hold of his darker impulses. Over the communicator Naomasa reaches All Might, who stands alone in the city and answers that this fight was always his. With the villain closing in overhead, All Might wonders aloud at their endless war and notes that Tomura's hatred has begun bleeding into the man's core self, which makes him impossible to ignore. Naomasa cries that he is Quirkless. Thinking of Izuku's old question about whether someone without a Quirk can be a hero, "I AM HERE!" All Might declares, deploying an arsenal of support gear out of his car while All For One glares down with a furious grin.
Dabi is revealed to have been internalizing his heat, and in roughly ten minutes his body bursts, cremating everything inside a five kilometer radius.
The stalled evacuation blocks at Gunga sit inside that radius, driving the civilians up toward the surface.
Shoto and Ingenium are summoned by All Might to reach Gunga, save those civilians, and stop Dabi, and the two set off immediately.
All Might faces All For One alone with the aid of support items, exploiting the instability caused by his merger with Tomura's hatred.

The chapter runs seventeen pages and was published on April 24, 2023, in the combined issue 21-22 of 2023. It opens Volume 38's closing stretch of the Final War arc, between Chapter 385 and Chapter 387, and includes both a title page and a sketch. All Might and All For One share the cover, and Episode 157 of the anime adapts it.
The chapter opens the final confrontation between the two men. Locations include Counter-Force HQ, the subterranean evacuation route between U.A. and Shiketsu, Ground Zero in Kamino, the Gunga Mountain ruins, and Ido City. Horikoshi's author comment is a short declaration of love for the Mark V.
