Chapter 9.2 (Team-Up Missions)

The cloud-shrouded villain escaped in the freak storm, but Katsuki Bakugo means to catch and beat him regardless and sets off after him. Izuku Midoriya, meanwhile, realizes the man's Quirk is not what it looks like.

Reasoning from the Quirk's traits, Katsuki concludes the thief cannot have gotten far. Smoke drifting from an alley raises his hopes until it turns out to be boys roasting potatoes. Izuku takes up the search as well. Katsuki combs the streets without luck and climbs to a rooftop for a better vantage, spotting Izuku hunting at ground level and mocking the effort in his head. Setting that aside, he analyzes his target properly. If the cloud body were a mutant-type Quirk, the man could not switch it on and off at will. Turning the day's events over, Katsuki works out the power has nothing to do with clouds or smoke.

Back at street level, he finds several of the stolen wallets discarded near a puddle of mud and strikes it hard, and the puddle is the villain. The Quirk was sand all along, and the storm's rain turned the man's body to mud. Before Katsuki can put him down, Airjet arrives and finishes the villain with his Ultimate Move, Buster Shot. Katsuki fumes at having his victory taken; Airjet apologizes but admits he cannot leave a villain unbusted. Izuku turns up and confirms his own sand theory, and Airjet tells him to keep back while thanking Katsuki for the assist.

Leaving, Izuku recognizes that Katsuki saw through the villain too, and concedes that this is exactly what makes him remarkable despite his personality. Katsuki, for his part, works out that Izuku had been searching the ground the whole time, meaning he cracked the Quirk first, and the thought fuels his resentment.

In a nearby building, Chojuro Kon, Hoyo Makihara and Kiruka Hasaki study the sky and marvel at the sheer power of Weather Manipulation. Then Nine collapses: the storm was his own Quirk running out of control. He tells them he needs a Quirk that can rein his power in, because he has a destiny waiting.

Katsuki deduces that the villain's Quirk is sand-based and that the rain turned him to mud, then finds him hiding as a puddle.

Airjet lands the finishing blow with Buster Shot, denying Katsuki the capture.

The storm is revealed to be Nine's Weather Manipulation going haywire, prompting him to seek a Quirk that can stabilize it.
