Ruka

Slim and fair-skinned, Ruka has black eyes and brown hair falling to her shoulders. She wears Kirigakure's standard outfit with a skirt, her forehead protector marked with the Allied Shinobi Forces symbol.

Quiet and reserved though she is, Ruka gives fierce loyalty to Kirigakure and no less to those who fight beside her. She answered Pakura's rant against the village head-on, declaring that the Fifth Mizukage would open a new age for it, all the while keeping her comrades' safety uppermost.

Skilled with Water Release, Ruka countered Pakura's Scorch Release with a blend of Water Release: Water Formation Wall and a stream of water, and she can freely vary how much water any given technique calls on. Her medical training gives her a working grasp of healing and ninjutsu alongside dependable chakra control.

During the war, when the reincarnated shinobi returned to the battlefield and the Third Division splintered into small squads, Ruka fell in under Monga, pledging to stake her own life for his should trouble find him. Gari confronted the group and, after a brief clash, was blown apart by Monga, only for the squad to look on aghast as Pakura mummified him. Maki, revealed to have once been Pakura's pupil, learned of her old teacher's death at Kirigakure's hands, and Ruka told Pakura that the Bloody Mist had shed its killer's reputation under the Fifth Mizukage, though Pakura countered that the past could not be wiped away. When Pakura torched the area to smoke out the hidden squad, Ruka's Water Release and Maki's Cloth Binding Technique together shielded them from the blast. The appearance of Omoi and Zaji held off the finishing blow, and once Gari's regeneration completed he sided with Pakura, until a change of heart led Pakura to freeze Gari in place and let the squad slip away.
