Over Hiruzen's objections, Danzō sways the Konoha Council into placing the Uchiha under constant Anbu watch, since the Sharingan makes them the leading suspects behind the Nine-Tailed Demon Fox's attack. Kakashi, who also dislikes the plan, is paired on the assignment with Itachi, who notes his clan already senses the mistrust aimed at them. As the Konoha Military Police grow harsher and citizen complaints mount, Fugaku's attempts to calm the situation fail and the leadership only tightens its grip.
On a separate mission, two of Ao's teammates collapse clutching their heads, and the Kirigakure-nin uses his stolen Byakugan to trace the cause to Shisui Uchiha before pulling back. Reporting the success, Shisui privately wins Hiruzen's permission to act alone to clear the clan's name, and he tells Itachi he was tasked with spying on him after losing the trust of certain clansmen. Convinced the coup cannot be stopped by ordinary means, Shisui shares his plan to cast Kotoamatsukami on Fugaku to steer the clan away from rebellion, a scheme Danzō doubts.
In their final meeting, Shisui first turns aside Danzō's ambush but is caught off guard when Izanagi lets Danzō claim one of his eyes. Escaping, Shisui reaches Itachi, admits the Uchiha can no longer be reined in, and entrusts his remaining eye along with the duty of guarding the village and the clan's honor. His suicide awakens Itachi's Mangekyō Sharingan, which Itachi uses to decode more of the stone tablet in the Naka Shrine. As relations keep decaying, Itachi is left weighing how to honor his friend's dying wish.
