Overview

The Third Raikage's era was plagued by a recurring disaster: the jinchūriki carrying the Eight-Tails would repeatedly slip out of control and let the beast run wild. To answer this threat, the Third put together a dedicated group whose sole charge was reining in the Eight-Tails each time an outbreak occurred.

When the beast broke loose, the team moved to shackle it with chains, which the anime describes as reinforced by fūinjutsu, and worked to keep it occupied. Their goal was to buy the Third Raikage the window he needed to bring out the Kohaku no Jōhei and seal the creature away.
