The Four Celestial Symbols Men were a quartet of shinobi from Takumi Village who schemed to seize the power of Shukaku in order to bring their village's founder, Seimei, back to life.
Hailing from Takumi Village, the Four Celestial Symbols Men grew bitter toward the ninja villages, which they felt had shown no gratitude for the years their home had spent arming shinobi with its weapons. Determined both to avenge that slight and to rescue Takumi from dying out, the four pushed their training beyond that of their peers and set their sights on resurrecting the village's founder, Seimei, a feat they believed required the strength of the tailed beast Shukaku.
Every member of the group had mastered a distinct ninja weapon that reacted to its wielder's chakra to unlock unique effects. By channelling chakra through their bladed arms into an underground water vein, they could also produce the Ninja Tools Barrier: Reverse Fish Scales Formation. To gain the power they needed, they abducted Gaara's pupil Matsuri and drew him into a trap meant to wear him down before they could extract Shukaku.
Hōki led the group, with Suiko, Kujaku and Ryūgan rounding it out. Gaara and the Sand Siblings were isolated and picked apart one at a time and would have died had reinforcements from the Leaf not reached them in time. Suiko fell to Gaara, Rock Lee and Naruto Uzumaki; Kujaku was cut down by Temari, Shikamaru Nara and Ino Yamanaka; and Ryūgan was slain by Kankurō, Kiba Inuzuka and Chōji Akimichi. Hōki gave up his own life force and body to bring Seimei back, but the scheme collapsed when Gaara destroyed the revived Seimei with the Sand Waterfall Imperial Funeral.
