Sakura sets out from Konoha alongside Sai, Kiba, and Lee, intent on tracking Naruto down for a talk. Over in the Land of Iron, Tobi dismisses Sasuke and Karin from the scene before addressing the gathered Kage. He claims that Akatsuki is hunting the tailed beasts for the sake of the whole world, recounting how those creatures came into being ages ago when the Sage of the Six Paths divided the enormous strength of the Ten-Tails.
Tobi lays out his aim: to fuse the tailed beasts back into the original Ten-Tails and bind that entity inside himself, granting him the ability to cast a single illusion across all of humanity and end every war. He asks the Kage to help by surrendering Naruto and Killer B, in the process letting slip that B was never actually taken. When the leaders turn him down, he announces the beginning of the Fourth Shinobi World War.
Sakura's team leaves the village to find Naruto. Tobi explains the origin of the tailed beasts and reveals his plan to reconstitute the Ten-Tails and seal it within himself. His request for the two remaining jinchūriki exposes that Killer B avoided capture, and the Kage's refusal prompts his formal declaration of war.
