Sakura's Decision!! (chapter 459)

The assembled Kage keep arguing over who should command their alliance, and the leader of Kumogakure raises a loud objection the moment Danzo's name is offered. Mifune lays out why he favors the Leaf candidate, yet the Kirigakure bodyguard Ao grows uneasy and activates his stolen dojutsu to study what is truly unfolding in the chamber. Meanwhile in Konoha, the remaining genin of several squads reach a bleak agreement: Sasuke's spree is steering everyone toward a wider conflict, and dealing with him themselves is the only way to spare their home the consequences.

Shikamaru delivers the group's verdict to Sakura and her teammates, urging that they finish Sasuke rather than let foreign nations hunt him down. Sai piles on a blunt point, insisting that Naruto aches far more from watching Sakura pine for the rogue Uchiha than from Sasuke himself, and the weight of it pushes her to accept the plan. Over at the meeting hall, Ao's implanted Hyuga eye exposes the deception behind Mifune's endorsement: Danzo has been quietly steering the samurai's mind using a transplanted Sharingan that once belonged to Shisui Uchiha and its Kotoamatsukami power.

Before the leaders can press Danzo on the accusation, one of Tobi's Zetsu clones slips inside and warns the room that Sasuke has come close by, cutting the interrogation short.
