Bushon

Bushon is a plump man dressed for his role in a white coat and a tall black hat. A black mustache marks his face, and underneath he wears a white shirt paired with a dark tie.

Rules matter a great deal to Bushon, who refused to let Sanji board the Puffing Tom, and he holds Paulie in high regard. The anime plays up a nosy, gossiping streak: he tried to spy on who was boarding the train bound for Enies Lobby before World Government officials shooed him off. That habit of trading rumors leaves him drawing wrong conclusions, such as blaming backstreet thugs for wrecking Galley-La's headquarters, or assuming the food Nami sent the crew to gather was all meant for her enormous appetite.

Bushon first turns up after the Puffing Tom pulls out of Water 7, just ahead of Aqua Laguna. Grumbling that a passenger had slipped aboard without clearance, he is startled when Nami announces she will chase the Sea Train, and Paulie has to rescue him from the oncoming flood. He and Stevie are later dispatched to fetch meat and sake, certain the order came from Nami, and she brings them to the Rocketman before it departs, the pair marveling that a second sea train even exists. In non-canon scenes they bicker over binoculars, settle it with rock-paper-scissors, and afterward rush to crash the Straw Hats' celebration, where Stevie convinces himself the party marks Paulie and Nami's wedding, still misreading Sanji's letter as a love note.
