Appearance

The Chief is an enormously overweight man marked by a heavy black mustache, a broad nose, and a pronounced brow ridge entirely lacking eyebrows, with a scar running above his left eye. His uniform is red and bears World Government emblems at the collar. Completing the outfit are a cape colored dark red and a black cap whose long, fur-lined flaps hang down over his ears.

Hardened and unfeeling, the Chief shows no concern for the hardships endured by the slaves toiling at Tequila Wolf. His grasp of the wider world appears shallow, since he failed to place Nico Robin's identity. The anime paints him as a coward as well, depicting him cowering and trembling once events spiraled beyond his control. He holds command over the armed forces stationed throughout the country and has been seen lashing the laborers with a whip as they worked on the bridge.

History

After Nico Robin came ashore at Tequila Wolf, guards brought her before the Chief in his office, and he laid out for her how the country functioned. Once he had fielded a few of her questions, he informed her there was nothing more she needed to learn, as she would simply become another laborer. Much later, amid the Egghead Incident, he was once more shown lashing workers at the camp, the bridge's construction having started up again. The anime greatly lengthens this storyline: there he uncovers Robin's true identity and locks her away in a maximum-security tower, fearing she might escape and stir up trouble. The Revolutionary Army then plants undercover agents who forge his orders, drawing all the troops away to suppress supposed dissidents at the camp. When a soldier reports to his bedroom, the Chief denies issuing any such command and realizes the tower's defenses have been undermined, and as Robin breaks free he ducks beneath his desk and shakes in fright.
