Overview

Starting out as the modest Freedom Fighters before it took on its current name, this military body now stands as the leading movement arrayed against the World Government. Tearing down that rule is its purpose, pursued by resisting political oppression, and it holds a special loathing for the World Nobles of Mary Geoise who thrive on the system's rot. A large share of its labor goes toward prying individual islands loose from local rulers who would grind down their own citizens to meet the Heavenly Tribute. Being an independent militia, it pays its own way by plundering the Marines or leaning on friendly kingdoms, and it swells its ranks with rescued slaves, the downtrodden, and rebels from freed lands, drilling many of them in weapons and tactics. A number of its senior figures cling to the belief that people must be helped to help themselves rather than merely rescued.

The group was set up by Monkey D. Dragon, once a Marine and the son of Vice Admiral Garp. Two others soon threw in with him to shape the army proper: Emporio Ivankov, a native of the Kamabakka Kingdom, together with the Sorbet Kingdom's own Bartholomew Kuma. Dragon holds the post of supreme commander, with Sabo as chief of staff, the acknowledged second figure charged with overseeing the personnel. Its strength divides into five armies spanning the Grand Line, North Blue, East Blue, South Blue, and West Blue, each fronted by a commander with a deputy at their side. Belonging to it brands anyone a notorious menace to the government: Dragon is called the world's worst criminal, Sabo has crossed swords with Admiral Fujitora, and both Ivankov and Inazuma spent time locked inside Impel Down's Level 5. Although pirates and revolutionaries alike defy the government, the two seldom join hands and often come to blows. Their headquarters once sat on Baltigo until the Blackbeard Pirates razed it, prompting a move to the Kamabakka Kingdom on Momoiro Island.
