Short and aged, Chiyobbaba wears her dark brown hair piled into a shape that suggests a hat, broken by a white X at its center and falling into two brown curls over her shoulders. A blue robe cinched with a brown-and-white sash makes up her dress. Like the reindeer she is patterned after, she sports a blue nose.

Crippling shyness defines her, paired with a deep aversion to crude humor and anything she finds indecent. The reaction can be extreme: catching sight of Chinpy's exposed groin tends to make her faint outright, and on one occasion her soul briefly slipped from her body. She is also sharp-tongued, freely scolding Chinpy's crew for flouting every social norm. Beneath the bluster, though, lies a loneliness so heavy that a single invitation was enough to win her over despite her disgust at their conduct.

Beginning without any combat skill, Chiyobbaba develops a mimicry of Observation Haki over the course of the story. By circling an opponent at speed, she can pinpoint exactly what to say to break them down mentally, a tactic she used to leave Pink Koinu despondent. As a child she was tormented over her blue nose, which bred a lasting distrust of others and a near-solitary life. She joined Chinpy after he barged into her shop fleeing a Marine, accepting on the condition that the crew fix his lack of clothing; when no garment worked and the group was arrested for public indecency, she escaped her restraints, trained briefly to awaken her Haki, and helped free her captured friends. The crew eventually parted ways after Yamada Shinichi persuaded Chinpy to return to his family, and Chiyobbaba later died of old age at 1592.
