Donki Tsuyoshi is the "Card Leader" of a delinquent gang devoted to competitive card games and the reigning City Card Tournament Champion. A non-canon antagonist drawn from a promotional Kizuna Boost one-shot, he is modeled after Donquixote Doflamingo.
Tsuyoshi is a young boy whose light-colored hair stands up in spikes. He dresses in a dark shirt worn beneath a white, fur-hooded sweater, adds tinted glasses, and finishes with black trousers carrying a striped pattern along the hems.
A born troublemaker, Tsuyoshi delights in mocking anyone he considers beneath him. He hassles the strangers Koby Ichiro and Mugihara Ban without hesitation and brims with confidence in his card-game talent, going so far as to challenge Ban to a match before he even knows the rules. Even so, he can own up to a defeat and resolves to sharpen his play for the rematch.

Tsuyoshi had already built a reputation as a card-game player, taking a citywide championship at some earlier point. Hanging around Pirate Park with his friends, he overheard Ban and Ichiro chatting about the Kizuna Boost Card Battle game, snatched Ichiro's cards, boasted that any such game came easily to him, and challenged Ban once the boy demanded the cards back. He picked the rules up fast and swept the opening three rounds, fielding Trebol versus Kouzuki Momonosuke, Jesus Burgess versus Tony Tony Chopper, and Issho versus Trafalgar Law. For his finishing move he laid down a Donquixote Doflamingo card and proclaimed himself the winner, only for Ban's Kizuna Boost pairing of Luffy and Zoro to steal the game. Knocked flat, Tsuyoshi heard Ban credit the bond between his characters and was urged to study the One Piece story to grow stronger. That night he bought a few volumes and began reading. He is patterned on Doflamingo, from his name to his two followers dressed as Vergo and Trebol and the Doflamingo card that ends his duel.
