Tall and visibly aged like his fellow Elders, Nusjuro stands apart by being entirely hairless, lacking the beards and mustaches the others sport, his pale grayish skin drawn into deep wrinkles. A hooked nose, thin brows, and round Windsor-style metal spectacles complete his face. He alone among the Elders shuns a suit, instead wearing a loose white keikogi cinched with a golden obi but left open across the chest and stomach, with beige geta on his feet. Rather than tucking his katana into his sash, he keeps the blade gripped in his hand at all times. In his awakened beast and human-beast forms a ribbon of dark, smoldering smoke wreathes his shoulders and torso.
Like the others, Nusjuro is obsessed with preserving the balance held in place by the Three Great Powers, treating even the loss of a single Warlord as significant and growing deeply alarmed when three were lost at Marineford. He is fiercely protective of the government's secrets, ordering the immediate destruction of anyone probing the Void Century, as the annihilation of Ohara demonstrated. Yet he was the first to suggest that the existing order had grown unsustainable and that a cleansing was due, and he regards the Will of D. as a genuine danger. He tolerates no challenge to the Elders' authority from those beneath them, as his reaction to Fleet Admiral Sakazuki showed. Callous to a fault, he dismissed the casualties of the Mother Flame's test on Lulusia, caring only that its power might be used freely. He does, however, value the government's assets more than his peers, racing to disable rather than destroy the Pacifista on Egghead. A devoted student of swords, he personally tends the Kitetsu blade he carries and instantly recognized Zoro's Sandai Kitetsu.

As one of the Five Elders, Nusjuro holds the highest authority in the World Government, ranking above lesser World Nobles and commanding the Marines, Cipher Pol, and the police; not even the Fleet Admiral can defy him. He can declare a Buster Call, manipulate global media, and erase entire eras of history, and he wields command over the Pacifista and Seraphim. Only the hidden Imu outranks him. His willpower is immense, letting him stay conscious through a burst of Joy Boy's Supreme King Haki that felled every Vice Admiral nearby, and he can even run across open air. He has awakened a Mythical Zoan, the Bakotsu fruit, transforming into a skeletal horse and a centaur-like hybrid while keeping his mind intact; in these forms he moves with blinding speed, cutting down half of Egghead's Pacifista before the Marines could track him, and he can freeze targets by infusing his sword and strikes with ice. Bonney claimed he could cut through anything. He is among the few capable of using all three forms of Haki at a formidable level, clashing on even terms with a fellow Supreme King user in Zoro and matching his Haki-infused blades. His weapon is Shodai Kitetsu, the original entry in the cursed Kitetsu line and one of the twelve Supreme Grade Blades, which he is known to polish personally and which grows in size alongside him when he transforms.
