Lanky limbs hang off a stout frame, giving Foxy an oddly mismatched build. His hair rises in a pair of upward spikes, his eyebrows form thick triangles, and a near cleft-lipped grin rarely leaves his face. A long, reddened nose, much like Kaku's or Usopp's, drives home his vulpine look. Around the timeskip he picked up a crooked goatee and mustache. He favors yellow-orange trousers on suspenders tucked into black-and-white boots, with a tucked-in wooden sword for his beam techniques, an ornate necklace of round pendants ending in a fox-eared centerpiece, and a fur-collared coat that runs purple in the anime but silver in Oda's intended palette.

For all his villainy, Foxy is no killer like other Grand Line pirates; he is a brazen swindler who bends the Davy Back Fight to poach crewmates, and most of his pirates came to him as winnings. Oddly, they adore him, cheering him on with real enthusiasm. He thinks the world of himself and is convinced he is handsome, yet beneath the bluster sits a glass jaw for criticism. A single insult sends him collapsing to all fours under a gloomy storm cloud, and a few kind words snap him right back, a weakness Nami and Usopp once weaponized by hurling abuse and praise in turns until he was paralyzed. His signature cackle is a drawn-out "Fefefe."

Foxy is a cunning operator who leans on his fruit, his gadgets, and outright cheating in equal measure. A sharp memory and an uncanny sense of timing let him track multiple slowed cannonballs and even hop across them as footholds. His unassuming body hides real power: he was a champion boxer before piracy, and his punches once traded blows evenly with Luffy's own Gomu Gomu no Gatling. His license was stripped fifteen years ago for smuggling a weapon into the ring, after which he swallowed the Noro Noro no Mi and later took up the Davy Back Fight to assemble a crew.

That Paramecia fruit lets him fire microscopic photons as beams of light. Anything they strike, living or not, crawls in slow motion for thirty seconds, and Foxy himself enjoys no immunity from it either. Blows landed on a slowed target stack up and all hit at once when normal speed returns, so he can pummel a frozen enemy repeatedly. Because the beam is light, a mirror can bounce it back. He rounds out his arsenal with the giant Gorilla Puncher #13 mecha, a ball launcher called Dead Hit-kun, spiked gloves, and a grab-bag of disguises and dirty tricks dubbed Foxy Tactics.

His downfall came at Long Ring Long Land. After daring the Straw Hat crew into a Davy Back Fight and goading Luffy into accepting, he won the opening race through trickery and claimed Chopper, then lost the Groggy Ring to Zoro and Sanji. The final Combat round played out aboard his ship, the Sexy Foxy, where the brawl wore both men down. At the climax Foxy fired one last beam, but Luffy reflected it back with a mirror shard, leaving Foxy frozen and helpless against a punch that catapulted him into the sea and ended his 920-win streak. His crew fished him out. As his prize, Luffy took only their Jolly Roger and painted them a crude replacement, leaving the whole crew despondent.
