Appearance

Fukurou cuts an odd figure, a bulky, rounded man whose mouth is sealed by a yellow zipper that he must physically open before he can speak. He favors black formalwear, keeps his green hair neatly styled, sports purple dimples on each cheek and a few whiskers on his chin, and wears red bands at his wrists. After joining CP0 he switched to a white suit with a red tie, restyled his hair, and added dark glasses. Childhood drawings by Oda show him already wearing the mouth zipper while holding a black belt in an unnamed martial art.

Personality

For someone who can literally seal his lips, Fukurou is defined by an enormous mouth in every sense, a compulsive blabbermouth who tacks "chapapa" onto nearly everything he says in a strangely high voice. His loose talk causes real damage: before the Enies Lobby operation he broadcast his team's presence and purpose so loudly that twenty extra people had to be killed beyond the three marked for death, and he openly aired the news that Jabra's girlfriend Gatherine had dumped him. Pride flares in him too, since he stopped dodging Franky's blows the moment he was called a coward and traded punches and childish jeers instead. Beneath the chatter he genuinely cares for his comrades, panicking when Kumadori was trapped and laboring to fund Lucci's medical treatment.

Trained in the Six Powers, Fukurou wields tremendous physical might, his Doriki measured at 800, enough to hurt even Franky's reinforced frame despite ranking among the weaker CP9 members. He is startlingly nimble for his bulk, mastering Soru and able to perform Geppo on a single leg while hoisting the heavy cyborg. His unique te-awase skill lets him gauge his teammates' Doriki for an honest power ranking, and his fighting leans on a refined finger-pistol technique. He can also use both Armament and Observation Haki, and grew stronger over the timeskip when CP9 was reinstated into CP0.

At Enies Lobby, Fukurou met with Spandam, Jabra, and Kumadori over the botched mission, then measured the reunited agents' Doriki, stunned to read Lucci's at exactly 4000. Once the Straw Hats stormed the complex, he revealed that each agent carried a key but only one freed Nico Robin, then fled. He soon clashed with Franky, shocked that the cyborg's blows pierced his Tekkai. The brawl spilled through floors and into the water outside the tower, where Fukurou kept them aloft with one-legged Geppo, but Franky ultimately halted his charge with a Coup de Vent and slammed him into the ground, knocking him out and surrendering the key.

Surviving the island's destruction by hiding behind Blueno's Air Door, the agents escaped along the Sea Train tracks. In St. Poplar, Fukurou took over carrying the wounded Lucci and raised money for his care, then celebrated the recovery with bowling until the Candy Pirates' attack forced the group to move on. They returned home to watch a new CP9 generation train, fended off Captain Very Good's Marines, and set out to settle their grudge against the crippled Spandam. Over the timeskip, Fukurou and the others uncovered an Underworld plot involving Level 6 escapees, crushed it, and earned reinstatement as CP0 agents. Later, during the Levely, he watched alongside his CP0 colleagues as Fujitora and Ryokugyu fought the Revolutionary Army at Mary Geoise, and he helped guard the captured Nefertari Vivi in Pangaea Castle until Wapol burst in and Vivi vanished.
