Standing above every remaining Cipher Pol division, the assassination specialists of CP9 included, this agency answers directly to the World Nobles. It is often said that once the unit stirs into action, some world-rattling upheaval looms. Its operatives remain largely a mystery, yet each is plainly a master of the Six Powers and adept in both Armament and Observation Haki. The elite who wear masks form the highest tier, together nicknamed the Masked Assassins and reckoned to belong in a bracket of their own, with even one such agent able to bring down an artificial Ancient Giant. Their power falls short of an Emperor's but sits near that of an Emperor's top officer, shown when agents defeated X Drake, fought Izou to a stalemate, and traded blows with Roronoa Zoro for a lengthy stretch. The organization owns at least one battleship, can muster entire fleets, and equips its people with Authority Chips granting command over Pacifista and Seraphim.

Even as the foremost Cipher Pol branch, it may not move against any of the Four Emperors unless given direct sanction, which obliges it to lean on the Marines in those situations. The unit's past stretches back sixty-three years, when three of its agents bargained with Carmel over the young Charlotte Linlin, a sale never finalized once she and the orphans went missing. Across the timeskip, the shamed CP9 members who botched Enies Lobby were folded back in as CP0 agents after breaking up an Underworld and Impel Down plot, leaving Spandam beneath Rob Lucci. The group featured in one clash after another: guarding Saint Charlos at the Levely, bargaining and battling on Onigashima during the Wano raid, and pursuing Nico Robin on orders.
