Herring is a man of ordinary build with cropped blue hair, dark brows, and light stubble across his chin. Square spectacles sit on his face, and he wears a green short-sleeved shirt fitted with a collar, chest pockets, and a red patch on the left arm, layered over a tan V-neck. History

Although untrained as a fighter, Herring is fit and resourceful, ready to wield whatever comes to hand, from shovels to dynamite, and he proves a sound leader and tactician. When the Ganzack Pirates overran the island, they herded Herring and many others into forced labor at Ganzack's armory while holding their loved ones, Medaka among them, as hostages. He played the obedient captive in public while quietly stirring rebellion among the enslaved and pilfering dynamite from the pirates' stores whenever he could. The chance for open revolt came when Medaka and the newly arrived Straw Hats mounted a daring but failed strike; as Ganzack and his crew celebrated, the villagers blasted their way loose with the stolen explosives. Ganzack swiftly put down the uprising and came close to executing Herring to cow the others, only for Medaka to shield him with her armored body and the Straw Hats to step in. The freed islanders then sided with the crew, while Ganzack rolled out his plesiosaur-drawn warship to shell them from a distance. Herring anxiously urged Medaka to stay behind, a wish she cherished but ignored, boarding the warship to help Luffy bring Ganzack down. Unable to hold her back, Herring sent a small flotilla after the plesiosaur and, aided by Nami, delivered Ganzack's own spare dynamite back to him. With the danger gone and calm restored to the island, he joined the rest of the islanders in sending the Straw Hats off as heroes.
