Pink headphones rimmed with blue sit over the ears of this petite young woman, and a teddy bear she calls Kopy-senpai dangles from the brown pack on her back. Her blonde hair, cut with bangs, is gathered into a ponytail. The Marine getup she favors leaves her midriff bare beneath a pocketed white shirt, paired with green gloves, orange boots, and camo trousers patterned with blue, white, and turquoise clouds; one torn leg reveals striped yellow and orange leggings underneath. A black belt with heart-shaped buckles wraps her waist.

Hibari feels things deeply and will gladly throw herself into harm's way to protect a friend. Warm and thoughtful toward those around her, she nonetheless turns shy and flustered about how Koby might read her kindnesses. Her speech carries the distinct cadence of the Hiroshima dialect, peppering her words with regional particles. She treasures a teddy bear charm she has kept since childhood, and secretly named it after Koby when he braved injury to recover it for her on a battlefield, a gesture that hints at romantic feelings.

Her rank grants her authority over lower Marines, and her place in SWORD frees her to ignore orders from above and act on her own judgment. She wields both Observation and Armament Haki. Above all she is a gifted markswoman, fighting with a rifle and capable of disarming a whole pack of gunmen without being noticed. She loads her weapon with Flower Bullets, an application of Vegapunk's GP Flower technology that jams enemy gun barrels by blooming flowers inside them. Born in the North Blue seventeen years earlier, she joined the Marines and later took part in the operation to free Koby from the Blackbeard Pirates. With Helmeppo she begged Prince Grus to act, boarded Garp's vessel, and ambushed the pirates at Hachinosu, turning their bullets into flowers. After escorting Koby, she was frozen by Kuzan but survived when Tashigi and others thawed the ice, eventually recovering at the Marine GS General Hospital.
