Hocker was an aging shopkeeper in Orange Town who ran its pet food store and kept the dog Chouchou. A friend of Mayor Boodle, he helped found the town after pirates razed his former home, then fell ill and died, leaving his loyal dog to mind a shop he never came back to.
Years showed on Hocker, an old man with a faintly lined face, a beard, and short purple hair. He wore a pale red shirt, white trousers, plain brown footwear, and topped it off with a red woolen cap. The two adaptations draw him differently, the anime rendering him lanky and tall while the manga makes him short and rounded.
His shop and his dog were everything to him. The trust he placed in Chouchou ran so deep that he left the store entirely in the animal's keeping when sickness sent him to the hospital, a parting that turned out to be permanent.
Four decades before the story's start, Hocker was one of many survivors of a town leveled by pirates who resettled on the Organ Islands and raised Orange Town.
