Lylat belongs to the Franky Family in Water 7 and shows up in the game One Piece Odyssey. A grown man undone by his fear of mice, he begs the Straw Hats to clear a rodent infestation so he can finally get back to work.
Lylat is built large and sports a head of curly blond hair. He turns out in the usual Franky Family uniform.
For all his size, mice terrify him completely; the mere sight of them left him unable to set foot in the sewers.
One side note to his story is the Tyrannosaurus, which cannot stand him, prompting Iceburg to ask that he keep his work clear of Dock 1 and the Galley-La Headquarters. In the game, the Straw Hats came upon Lylat sobbing beside a manhole cover. He confessed his dread of mice and described a fearsome Black-Hearted Mouse marshaling the rest of the swarm, complaining that the pests made work impossible, then asked the crew to drive them off. When the Straw Hats came back having beaten the powerful rodent, a grateful Lylat handed over his mouse repellant as thanks.
