Appearance

Part octopus by nature, Octopako carries eight thin appendages in total, six of them arms paired with two legs. She tends to wear a tank top and sandals beneath a rounded hat fitted with goggles, her long hair trailing out from underneath. The anime renders her with blonde hair, lips of a deep pink, and skin tinted a softer pink, along with a hat colored black and white and a pale top decorated by a darker floral motif.

Self-centered and proud, Octopako gives almost no thought to anyone but herself, and the feelings of those around her, Hatchan included, mean nothing to her. Brought up as a celebrity, she clings to a fantasy of wedding a prince. Despite that ambition she was never once admitted into Ryugu Palace, a slight that left her furious when King Neptune chose to invite the Straw Hat Pirates there instead.

History

Raised from childhood as a celebrity in the upscale district of Gyoverly Hills, Octopako held tight to royal ambitions that never had any real chance of coming true. When Hatchan met her on his travels and fell for her, his pursuit ran into rejection after rejection because of her vanity. Gliding along admiring herself, she stumbled upon a catfish village, ridiculed the inhabitants, and carried on. The lure of Hatchan's takoyaki later drew her back to him, yet the instant he passed the dish to an elderly catfish, she flew into a rage, beat him, and stormed off.

During the Fish-Man Island arc she bristled at Neptune extending his welcome to the Straw Hats. As the ark Noah loomed over the city below, she joined the fleeing throng of merfolk and fish-men. She also carries a notable distinction: no canon female fish-man had been given a name in the series before her, making her the earliest such character to appear. In keeping with her race, she breathes water without trouble and wields strength roughly ten times a human's on land, doubling again once submerged.
