Papaneel

Papaneel is a stout fish-man with notably slender legs and grey skin. His short black hair forms a distinctive pattern, seven thin stripes jutting outward paired with six spiked stripes turning inward. A roughly square face carries a faint five-o'clock shadow around the mouth. A hard slap from Otohime knocked out one of his upper molars. For clothing he wore a ringed shirt over a green sweater, black trousers, and a red mask dotted with yellow that bore a white streak across the nose bridge and concealed the upper portion of his face.

His first appearance showed a man pushed by desperation to such a degree that he resorted to robbery and even seized a fellow citizen as a hostage. Once Otohime called out the wrongness of his conduct, however, he resolved to reform himself into a better person.

Being a fish-man, Papaneel possesses at minimum ten times the strength of an ordinary human, and during his robbery he carried a flintlock pistol. Sixteen years before the present, he lost his livelihood when his shop burned down and his savings were taken. Unable to secure new work, he turned to theft as the only way left to provide for his ten children. Queen Otohime placed herself in his path, and when Papaneel fired at her she evaded every shot and struck him down with a slap. With him on the ground, she delivered a lecture on the wrongness of his actions. Moved by the concern she had shown him, he vowed to mend his life and thanked her sincerely even as the authorities led him away for the attempted robbery.
