Shikon Kettai

Kettai stands at an ordinary height, his green hair falling in curls above a face dusted with stubble. Shades cover his eyes, and atop a broad-brimmed black hat perches a skull. The rest of his outfit pairs a collared shirt striped in red and orange running up and down with a white cravat, trousers in dark purple, and gray footwear.

What pleases Kettai is catching shock or alarm on the faces of those around him. Inflicting real injury, though, clashes with the rule he holds himself to, which is why he turned to scattering germs as his chosen approach instead.

Just how much fighting strength Kettai possesses has never been shown, yet he is almost certainly no great threat, since the Germ Pirates went down to the Fire Tank Pirates without much of a struggle.

With the ruling household of Dressrosa off attending the Levely, Kettai threw in with his fellow Germ Pirates to set upon the kingdom and seed its populace with the Kiss-Kiss Germ. The Fire Tank Pirates intervened before they could get far, putting an abrupt stop to the whole affair.
