Appearance

Lean and pale-skinned, Spandam keeps his unruly lavender hair in a layered cut that hangs to about the shoulders and parts at the center. Shadowed markings surround his oversized eyes, and the end of his thin nose is dyed a deep red, the very feature behind Franky's taunt of "Spanda." Old scars and the bridge of that nose hide beneath a studded leather mask, and leather dominates the rest of him too: long brown gloves, a tall-collared black vest, and matching pants fastened with a studded belt. Under the vest he wears a pale gray long-sleeved shirt printed with a diagonal squiggle, its collar standing up, and his white shoes trail tassels of brown from the heel. A wide grin tends to dominate his very animated face.

Two years later, his wounds long since healed, he adopts a lighter wardrobe crowned by a bowler hat, with a striped vest and a feathered coat. Back in Franky's flashback, before the break, his nose ran a little longer and his jaw sat firmer; in that era a long, gold-trimmed coat of black bore the government crest across his frame, set off by bulky shoulder pads and hair swept back to highlight his widow's peak.

Awkward and hot-tempered, Spandam comes unglued the instant anyone calls him "Spanda," which paints him as a clownish villain along the lines of Buggy. Yet real malice lurks under the laughs: he cheerfully broke his promise about the Straw Hats' safety and pummeled the defenseless, captured Robin. Manipulation, treachery, and the abuse of loopholes are all tools he reaches for freely. A believer in Absolute Justice, he holds that no body count is too high if it secures the Ancient Weapons. He fancies himself the world's supreme hero for catching Robin, fusses endlessly over rank and glory, and even imagines turning the weapons to his own ends rather than the world's.

Cowardice is his defining trait. Carrying a Doriki of just 9, beneath the 10 of a typical Marine, he depends wholly on others to shield him and spends the entire Enies Lobby episode scheming to keep his own skin intact. Rather than own the catastrophe at Enies Lobby, he laid it on his own CP9 agents and so turned former comrades against him. He habitually writes pirates off as feeble while overrating the Marines, flatly refusing to accept that Luffy had cut down hundreds of them.

History

The son of Spandine, Spandam kept a pet elephant somewhere in his early years. Less than a dozen years before the present day, he persuaded the Five Elders to reverse their position on the Ancient Weapons so that he might revive them, his true aim being to overthrow the government and seize the world for himself. Eight years prior, leading CP5, he set his sights on the Pluton plans Tom guarded. The shipwright would not surrender them, so Spandam staged an attack on a judiciary vessel using Franky's warships and framed Tom's apprentices for it. The plot collapsed when Tom safely concealed the plans, and Spandam came away with nothing but a wrecked face, courtesy of Franky. Promoted afterward over his own father to run CP9, he sent the unit to Water 7 to claim the blueprints.

At Enies Lobby he took both Franky and Robin prisoner, convinced that possessing Pluton would deliver him mastery of the World Government. He handed Kaku and Kalifa Devil Fruits to strengthen CP9, abused Robin, and gloated that his own father was the one who had wrecked her life. When the Straw Hats stormed the tower and Franky torched the blueprints, Spandam threw Franky off the ledge and hauled Robin toward the Gates of Justice. He set off the Buster Call by mistake, then a shot from Sogeking dropped him, letting Franky free Robin. She slapped him into a stupor, and as the crew fled she broke his spine with her Clutch technique.

Left bedridden, he turned the Marines loose on the very CP9 agents he had betrayed, then joined with his recovered father Spandine to plot their murder. Spandine's pull won him the chief seat of CP0, but once sickness drained that influence, Spandam dropped to serving beneath his old underling Rob Lucci. He returns fully healed in the Dressrosa Arc as a CP0 agent and afterward helps comb for Vivi and Sabo as the Levely winds down.
