Standing tall with pale skin, Urban cuts a menacing figure thanks to a beastlike face set with sharp teeth and protruding fangs reminiscent of the Ancient Giants. His red hair flows freely all the way down to his feet. Atop his head rests a black top hat marked with the word MARINE and crossed by two blue lines. He dresses in a pale yellow double breasted suit worn over a darker suit and tie, and as befits his rank he lets a Justice coat hang loose from his shoulders.

His position as Vice Admiral places lower Marines under his command. Urban consumed the Tsutsu Tsutsu no Mi, a Paramecia fruit that lets him convert parts of his anatomy into cannons. He first showed this off by aiming his hat like a barrel at Jewelry Bonney while Saturn ordered fire on her. For armaments he carries a bladed weapon along with a staff capped by a tuft of fleece that resembles a cannon sponge. Like every Vice Admiral he wields Haki, demonstrating Observation Haki when he detected Saturn closing in on the island. In the anime he also uses Geppo to leap from his warship across to Egghead.

When the World Government called for Vegapunk's destruction, Urban rode out alongside Saturn, Kizaru, and eight other Vice Admirals to surround Egghead with a Marine fleet. After Kizaru slipped onto the island and the Marines landed, Urban and Doll picked up on Saturn's arrival. As the squad readied to execute the captured Bonney, Bartholomew Kuma wiped them out. Saturn then declared a Buster Call, forcing an evacuation while Bonney's Pacifista assaulted the ships. Urban tracked his comrade Tosa losing contact after a defeat by Brogy, and he later ordered an attack on the Giant Warrior Pirates to block the Great Eirik from fleeing the coast. Once the Straw Hats and giants escaped, the Vice Admirals returned to apologize to Saturn, only to watch his body wither and burst apart, leaving behind a bare skeleton.
