Rock and Scotch, together called the Yeti Cool Brothers, are enormous giant assassins hired by Caesar Clown and known as the Killers of the Snowy Mountain. Members of a rare and obscure type of giant, the pair act as backup villains throughout the Punk Hazard Arc.
Each brother is a long-limbed giant coated in white fur across the whole body save the fingers, and the likeness to genuine yetis is convincing enough that many simply assume that is their species. Their bulk towers over even most giants; a lone footprint of theirs is bigger than Brook, and Scotch once cradled Franky's full body in a single palm.
Both dress in blue shorts and bowler hats iced over at the top, with Rock adding what looks like a yellow tie or scarf. For most of their screen time the brothers stay shrouded in shadow from the shoulders upward, but a minibook eventually unveiled their faces, showing Rock's rigid moai-like features and Scotch's gas mask fitted with lenses and canisters.
Mercilessly for-hire, the pair will end anyone provided they are paid, and they followed Caesar's commands without question, hinting at general reliability toward whoever employs them. They are also intensely proud, taking offense when Luffy and Franky were too caught up brawling with each other to even register the attack. For all their fearsome billing they prove careless, mistaking an unconscious Zoro, Brook, and Sanji for dead. Brownbeard described them as so elusive that nobody knows their faces or sees them coming, and Scotch carries the verbal tic of muttering the word cool.
Caesar considered the brothers overkill for the Straw Hats, which speaks to their strength, and despite their size they move quickly enough to drop out of Luffy's sight and to materialize at the backs of Nami and Chopper while neither one senses a thing. They weaponize Punk Hazard's frozen landscape, knocking icicles loose onto enemies and steering foes toward cliff edges, while their fur makes them shrug off the cold. Each hauls a giant rifle firing explosive rounds, backed by KYP gas shells that drug or daze, and Scotch keeps a large knife, his mask sparing him from their own fumes.
Their named technique, Tsurara Kenzan, pitches a victim from a height down onto a spread of jagged icicles waiting below. Even so, they crumple fast: dispatched by Caesar to handle the crew on Punk Hazard, they ambushed Sanji, Zoro, and Brook with KYP bullets, shot Brownbeard, and grabbed Nami in Franky's body. When Luffy and Franky gave chase, Franky in Monster Chopper form drove a falling ice shard into Rock and laid him out, while Trafalgar Law sliced Scotch in two and electrocuted him, leaving both downed and their ultimate fate uncertain.
