I Will Make it Bloom! Usopp the Man and the Eight-Foot Shell!

The Straw Hats land on Fireworks Island right as its yearly festival nears, a tradition kept alive for four centuries by a mountaintop family now reduced to an old man and his granddaughter. Needing gunpowder, Usopp climbs to their home, where the gruff Odama brushes him aside as a novice. Usopp is awestruck by an enormous shell stored inside, and the granddaughter, Kodama, admires his own handmade firework and urges him to finish it by letting it blossom in the night sky.

Kodama reveals that a year earlier a faulty launch of a similar giant shell killed both her parents, and that she intends to fire a 200-gauge shell herself at the festival to revive their lost family craft. Odama learns of the plan and forbids it. Usopp finds her weeping at her parents' graves and convinces her that their real dream was not the shell but her own safety and her future as a master pyrotechnist. The rain that threatened the celebration clears, lifting everyone's spirits.

Usopp secretly rigs a pulley system to haul the giant shell up the family's tower, which turns out to be a 400-year-old launch platform built for exactly such shells. After the regular fireworks burn out, he and Odama ignite the great shell for a spectacular finale that inspires Kodama anew, and the old man finally parts with the gunpowder Usopp came for. The episode is the only entry of this filler run without a flashback, and Usopp jokingly calls himself an angel from Heaven, foreshadowing his later reception in the Dressrosa Arc.
