Adventure in the City on the Water! Head to the Mammoth Shipbuilding Plant!

Riding their yagara bulls through the city's waterways, Luffy, Nami, and Usopp reach the market district and notice masked figures scattered among the locals. Word spreads that some pirates were recently crushed by the skilled craftsmen of the Galley-La Company. The trio takes a sluice-gate elevator up to Shipbuilding Island, where a crowd is busy praising the shipwright Lucci, and a citizen explains the company is the pride of Water 7.

Mikazuki, captain of the Big Helmet Pirates, refuses to pay the Galley-La shipwrights for repairs, and the craftsmen put his crew down with a cannon. The Straw Hats then set out to exchange their Skypiea gold for cash. Meanwhile, Chopper and Robin browse the back-street market and approach a bookshop, where a masked figure whispers the words CP9 to Robin. Chopper steps inside, buys nothing, and emerges to find Robin gone. Back at the anchored Going Merry, shadowy figures leap onto the deck and confront Zoro, who demands to know their identity.

This installment introduces a large cast including Paulie, Iceburg, Kalifa, Kaku, Rob Lucci, Blueno, and Zambai, among others. It is the final episode to use Mirai Kokai as its ending theme, and Pandaman masks can be spotted in the crowd. It adapts material from chapters 323 through 325.
