Kokoro reaches the crew through Nami's baby Den Den Mushi with a detail she forgot earlier: the courthouse and the Tower of Justice are not joined by any obvious path. To link them, levers atop the two towers flanking the courthouse must be thrown, lowering a connecting bridge, knowledge she gained long ago while repairing the system alongside Tom. Chimney confirms she has spotted Luffy on the courthouse roof. Zambai splits the Franky Family into teams to work the levers while the Straw Hats push toward Luffy.

Gomorrah is knocked flat by one of the Guilty Jury, letting the Marines close in, but the recovered giants Kashii and Oimo, now aware of the government's deceit, turn on the Marines with Sogeking riding Kashii's shoulder. In a flashback, Spandam offers Kaku and Kalifa Devil Fruits; Jabra panics, insisting a fruit holds a devil that will make a user explode. Blueno corrects him, explaining a person only bursts from eating two fruits. Kaku and Kalifa eventually consume theirs, tasting only bitterness. On the rooftop, Blueno pins Luffy's feet with conjured doors, revealing his Doa Doa no Mi power and splitting Luffy's face to spin the section holding his eyes.

This Enies Lobby Arc episode differs from the manga in several spots: Nami's Perfect Clima-Tact is drawn with four bulbs instead of three, the agents' gathering in Lucci's room is only implied rather than stated, and Baskerville's summoning of the Just Eleven Jurymen is cut, with the jurors acknowledged only through their fighting.
