Breaking through Enemy Lines, Luffy and Zoro Launch the Counter-Attack

Setting off for the palace alongside Usopp and Rebecca, Robin pushes ahead. Sabo and Koala, for their part, break away to tackle errands of their own. At the spot where Luffy came down, Law presses him on his plan, recalling that the whole scheme rested on wrecking the SMILE Factory to spark a feud between Doflamingo and Kaidou. Slay the Warlord too soon, Law cautions, and Kaidou will turn his fury over the lost SMILE supply on them instead. Luffy waves the worry away, unwilling to leave Dressrosa abandoned. Rather than arrest Doflamingo, Issho instructs his forces to subdue as many crazed citizens as they can and to fix their attention on the Straw Hat and Law alliance.

Down in the concealed port, Koala slips aboard a ship and finds a crate of guns, peeling a pirate-flag decal away to expose the emblem of the Kingdom of Doerena beneath. She snaps a photograph, then catches men scheming to scuttle the vessel and erase every sign of their bargain with the Warlord, and she drops the whole lot without effort. In the streets above, Issho wrestles with why the Marines refuse to take a man who can no longer hold his rank, demanding to know whether the World Government imagines itself divine. Within the palace, Doflamingo slices the factory keys apart before his rattled officers, pardons Trebol and Diamante for their lapses, and discloses that he has already bought the Marines' silence, planning to throw Issho away the moment the admiral has outlived his use.

Before Viola can retrieve the dropped key to Law's seastone restraints, Luffy snatches both Law and Zoro and bounds off the plateau. Senor Pink's group catches them in their descent, and Dellinger, Senor Pink, and Machvise gang up until Dellinger trips and accidentally boots Machvise, freeing the two. Bounty hunters open fire next, yet Luffy and Zoro plow through them with ease right up until Issho appears with his Marines and observes that a shooter who fires too often seldom hits his target. The adaptation hands Koala a show of fighting prowess absent from the source and gives Doflamingo a line about arranging Fujitora's death once the admiral's usefulness ends. Dellinger debuts his Pistol High Heel. The entry belongs to the Dressrosa Arc.
